인도주의적 재앙과 무고한 생명들의 희생을 막기 위해 

가자 지구와 이스라엘의 즉각적인 휴전을 촉구합니다.

2023년 10월 20일, 플랜은 60개국의 500개 단체와 함께 공개 서한을 발표합니다. 

우리는 가자 지구와 이스라엘에서 일어난 전쟁으로 헤아릴 수 없는 죽음과 파괴를 목격했습니다. 수천 명의 사람들이 죽고, 부상 당하고, 집을 잃었으며, 아동과 노인을 포함해 약 200여명이 여전히 인질로 잡혀 있습니다.

유엔은 가자 지구에서는 포위 공격으로 식수, 식량, 연료, 의료 물품, 심지어 시체를 운반하는 가방까지 부족하다고 밝혔습니다. 유엔은 피난민, 특히 어린이들이 극심한 탈수로 곧 죽을 것이라고 경고했습니다. 인근 지역은 파괴되어 완전한 잔해로 변했습니다. 팔레스타인인들은 안전과 보호를 찾지만 갈 곳이 없습니다. 이스라엘군의 이주 명령에 따라 가자 북부에서 남쪽으로 이주한 많은 피난민들 중 상당수가 탈출을 시도하거나 남부에 도착한 후에도 폭격을 당한 것으로 알려졌습니다.

지난 주 발생한 사건은 인도주의적 재앙이며, 전 세계는 더 이상 손 놓고 있을 수 없습니다. 우리는 행동해야 할 공동 책임이 있습니다.

10월 15일 일요일, 유엔 팔레스타인 지역 인도주의 조정관은 분쟁의 모든 당사자와 영향력을 가진 회원국들에게 인도주의적 휴전에 즉시 동의하도록 호소했습니다.

우리는 모든 국가의 수장과 유엔 안전보장이사회 등 현장의 모든 사람들에게 그 어떤 것들보다 인류 생명의 보존을 우선시하도록 한 목소리로 촉구합니다. 우리는 휴전 동안 모든 주체들이 다음과 같은 조건들을 절대적으로 따르도록 촉구합니다.

1. 가자에 인도주의 및 의료 인력에 대한 보호를 비롯해 식량, 의료 물품, 연료, 전기 및 인터넷 공급 등 생명 유지에 필수적인 지원을 촉구한다.

2. 모든 민간인 인질, 특히 아동과 노인을 석방한다.

3. 유엔 호위대가 가자 북부에 위치한 유엔 부속 시설, 학교, 병원, 보건 시설 등으로 접근할 수 있도록 허용하고, 또한 건물과 그 안에 있는 민간인 및 직원들을 보호할 것을 약속한다.

4. 이스라엘 정부의 민간인 가자 지구 북구 출국 명령을 철회한다.

5. 심각한 부상을 입은 환자들이 긴급 치료를 받을 수 있도록 한다.

유엔 안전보장이사회, 유엔 사무총장, 그리고 영향력을 가진 모든 세계 지도자들은 휴전이 될 수 있도록 즉각적인 조치를 취해야 합니다. 더 이상 민간인의 무고한 희생과 인도주의적 재앙은 막아야 하며, 그렇게 하지 못한다면 우리 모두의 양심에 영원한 오점으로 남을 것입니다.

민간인은 협상 대상이 아닙니다. 가족을 잃은 생존자들은 희생자를 땅에 묻고 사랑하는 이의 죽음을 애도할 시간이 필요합니다. 무고한 민간인들을 향한 폭력의 악순환은 즉시 중단되어야 합니다.
